thank you thank you it seems the root issue was with the rcon inside the host havoc website all isssues are fixed

They would either have the permission still in another else the plugin isn't loaded.

Those aren't errors and wouldn't cause any issues. The only way players would be able to connect if the plugin is indeed loaded is if they have the permission. I'd check to see using the o.show command.
