That isn't an issue, the console just doesn't work at the moment. The server has started; check your logs.

Can i do the update for my server ? its said that i dont have the lastest oxide update ? and i cant play on my own server ?

The issue is with Umod, they have to configure it to work with a forced wipe, especially this time around as Rust was optimized and a lot of content added.

I put in the developer build of Umod with no plugins and I am able to run as a vanilla server, but there are errors in windows dos command window showing. Rendering errors, but it does load and you could play as a vanilla server.

After installing the Umod developer files, I can no longer type in the Windows dos command window any longer like I was able to reload plugins, type commands, etc.

I haven't loaded any plug-ins yet just wanted to see if the server would run and show up publically and allow players to connect to it.

The console is not currently working, as mentioned previously. Each update requires an Oxide patch, this one was just particularly more challenging due to technical issues with our process. You can still use RCON, disable our custom console (oxide.config.json), or F1 console.
Crashing with "* Asserstion: should not be reached at .. \mono\mini\tramp-amd64.c:229"

I'm sitting here for 9 hours after the update trying to fix this :D and I can't make the server working with oxide... I'm trying with plugins folder empty but the server it breaks. When i try to validate server files with SteamCMD and restart the server it runs but without oxide and if I try to update installed mods/addons the server breaks:

Warning: As always, use at your own risk as this is a development build. Console is known to not be working, some hooks have yet to be fixed. This may be it for the night as long as there are no errors related to it. I will be releasing a build if it looks good. Still known issues with the console not showing and the hooks OnNpcTarget (for animals), OnNpcPlayerTarget (Apex NPCs, OnNpcPlayerResume, OnSurveyGather, OnEntityBuilt, OnFlameExplosion, OnLootPlayer, OnRefreshVendingStock, OnFlameThrowerBurn, OnFireBallDamage, and OnFireBallSpread will not be working.
