Causing thousands of entities to spawn
I am not inclined to fix an issue that is likely an issue only you have. As not only I use the currently published version, but several other people as well.
Unless there are more reports, or you give MUCH more information as to what's going on, I don't think this is an issue.
My 100 size test map spawns around 13 entities. But my project dev map, which is 5k, generates about 45k entities each time it starts.
What's your map's size?
DefaultDepending on the size of the map, it will generate the amount of loot needed for the map. It scales on size.

I have a 4250 (new default size) map and it generates about 40K when it starts up fresh, it is still around 50k and will build up to about 200k by the end of the month if it runs as usual.

That doesn't explain the rapid growth though it was rising to 1 million which is just crazy lol.
I'm having this issue as well on the current version on both of my PVE servers. One is at 2.3 million entities using ~30GB of memory.
I think it could be due to other PVE plugins (i.e. my PVP servers don't have this issue). My Test PVE server (in which I manually removed one plugin at a time to find the issue) doesn't have this issue once I unload BetterLoot.

Might be a rust issue, just use loot multipliers which is better to use than this plugin

The issue is a plugin conflict by the sounds of it. It can be another plugins fault as much as a better loot. Without a plugin dump (or the other conflicting plugin), this report just narrows it down to "PvE" "some plugin conflicting".
