It's actually easy for an owner to change the times in the CS, just a tad tedious. The number in the beginning of each line for each weather type is the timer for each change within said weather event. So you can just change those to how you'd like it. Just make sure they are always in order ;)

For the meantime I'm just going to be working with the CS itself. I'm new to the plugin making seen and I still have much to learn, but once I learn how to make a good functional config for this I will certainly be doing so. It just isn't the highest of priorities right now. 

Also I'm assuming the main issue you have with the length right now is probably the length of the actual weather itself correct? Like how long it actually rains? It's not so much the fade in-fade out process you want lengthened? (Not that the fade-in fade-out occupies like half of the entire process, which is probably partially why the peaks of the effective weather seem short as well) 

Either way I think you'll be at least fairly happy with the changes I will be making to the timing part. This is certainly one of the priorities, just hasn't happened yet
