LIke the title says, when I am in vanish more players are invisible. It is random players and the only reason I know if because of admin radar. When I exit vanish players will appear and stay visible even if I go back to vanish mode. This only starting happening after the June force wipe.

No, you should have noticed it in the May update when they enabled the player server occlusion on all servers by default. https://rust.facepunch.com/news/jungle-update#playerserverocclusion It has to do with that, and someone said facepunch was gonna add or fix something on their end to help with it. I guess they never did.
