There is an issue on rust servers with animals/boats/mini's ETC not spawning when a plugin is loaded using limitednetworking like the vanish plugin.
I've had to discontinue use of the plugin in order to get the population back on my server. 
Other plugins are now looking to find a way to update with out the use of limitednetworking.

just update to the latest server and oxide version it should fix your issues
