Okay so the issue I'm having which is very similar, running Windows Server 2016 - it's having an issue not only with what the OC posted, but I can't login to the server with UMOD put into the dedicated server as specified.  The password doesn't work that I originally put on there.  So what should I do then?  When I restore the backup, everything works fine, but I really want to allow more than 10 players on my server and without this working right, I can't.

The issue for this topic isn't related to the server itself, just the creation of the startup script. uMod doesn't do anything with your password handling other than allow no password to be used.

Has there been any fix for this? none of my plugins are making a file in config so i suspect they arent working due to this missing code line

This would not prevent plugins from working, this step is purely for making a .bat/.sh file that starts the server. You can use any existing .bat/.sh to start the server.
