Unfortunately, this is another plugin you had to take over but do you have any idea when it'll be updated? for some reason when i turn on the hours option for steam accounts it reads it as hours on the server not hours on your steam account so no one can access the server if we set it to true i know your a busy man but any idea just so the community could know but this is a very helpful tool for keep fake accounts off peoples servers as well as people cheating spending 5 dollars just to get a lvl 0 account with 0 hours to play rust and evade a ban

No estimation at this point, but if another developer would like to actually maintain it, they can let me know. I haven't really had time to look deeply at this plugin, but ultimately I'd likely end up re-writing it.

Getting a bit familiar with C# would be a start. Try modifying some existing plugins to test and see what things do. There are some threads on here that give some times, as well as plenty of C# tutorials around the net. Our Docs have some of the basics as well.

- block players with too many hours , to connect to "noob" servers

Should you make a separate plugin for new players or you need permission to access the server?
