I recommend visual studio code it's lightweight and simple. But if you don't know how to use it just use notepad ++ like Wulf suggested.

Any plugin with "limitNetworking" in them would generally be those that will likely need to be updated.

The soluton is to update Oxide, which includes a patch for the Rust change.
