Server announcements stopped

Using RustAdmin. Had announcement when players joined, left, Heli and air drop. Changed computers, reinstalled RustAdmin, and now I have zero announcements. I cant even send messages as Notice Popups. They show in console, but not in game. 
I assume there is some command to set announcements to True or False, but I cannot find it. 
Any suggestions?

(I didnt have oxide or any plugin installed previously, and it worked fine just using RustAdmin)

Maybe you forgot that you have installed a plugin :P don't use programs for things like this, you must use plugins, because programs can't work all the time :) but plugins can, while the server is running

I dont have any plug ins, but maybe i should. I was just wondering if there was a setting that maybe somehow got turned off. 
Something I needed to change the value to "true" or "1" or something, but I cant anything about it online. And not having a config file doesnt help :P
