it's not optional. you simply can't build onto the base. i can't remember exactly why i added this, but it had good reason :p

"Allow Players To Build": true,No, it's not misleading, let alone extremely misleading. Rules commonly have exceptions. This is no different, and applies to other options including Extra Stacks for arena walls. In that case, it will increase that value regardless of its configured value (including being set to 0) if the wall spawns on a rock, otherwise it would create a gap where players could bypass the high walls entirely.
As I said, it has good reason (which I believe is because of an exploit that was found). I will implement a better solution when I can.
