Is there plugin that exist or can be made, so stashes can only be placed inside the TC radius and prevent players from hiding their base in the stashes only. If can be added like max stashes per player or TC and how many TC's can be used...

(I have one group of 5 players actively playin on my server. Other 4-5 players also play because wanna raid the active 5 players (forgot to mention they are fiends grouped in small clan) so its like 2 clans war in chat and actually raids. This people join gather sulfur and do oilrigs then raid the actively playing clan then leave and despawn their loot or stash most of the times C4 rockets, so the actively playing group said its impossible to find thr stashes then this guys join again and raid again like abusing stashes raiding offline then again leave and they are unraidable at all.)

So yeah you have more chance to find stashes if you know they can be only near build privilege...

I am sure other users can use the plugin for other good stuff and this idea also help them in other ways...
