Well, it's been bugging me and people on the server for a little bit but for the fact that stuff is still being pulled out of the TC even known the base isn't supposed to decay???? Is there a command I can use or something I can put in the json file?

If you stock items in the cupboard sufficient to cover materials for that building and avoid decay, Rust will use them.  It is possible that it will also handle upkeep partially if, for example, a stone building with a wooden door only has wood in the TC.  This is almost certainly because Rust will attempt to handle decay itself and only if the TC is not stocked will it fire the call via Oxide to handle damage if configured.  It could be in a different order but it isn't.  Just tell them not to put materials in the TC matching those used in their building.

Some servers elect to turn off upkeep altogether.  I only mention that as it may cause confusion for players on multiple servers as they move from one to another.
