My server runs TruePVE with no PVP zones. I have murderers and scarecrows. The turret doesn't engage anyone. It locks on but never fires a shot. Why?

I figured it out... you need to put a gun in the turret, but a note: If you are landed within the TC of another player, they get the prompt to authorize, open, etc.
