I wanted to open the fuel on the mini I spawned but it says "Can't loot right now". Does it not need fuel?

There are two cases that a locked fuel storage will occur: 1 that you have an electric mini with a battery on top of the engine and 2 you have unlimited fuel since you are an admin/mod with unlimited fuel permission granted to you.
