Yesterday and today I had a lot of reports on my modded Linux server that people couldn't connect. I tested multiple accounts from different locations and the loading messages just kept loading and nobody could get into the game.
The server was restarted a couple of times and nothing changed until I un-installed the Loading Messages plugin and then everyone could connect without dramas again.
Some of the other Rust server discords I'm on state similar-ish problems. Might be something going on.

For me it seemed to be the LoadingMessages Plugin. Try removing it.
Maybe today some hooks got depreciated, I see a lot of error messages from other Plugins in the console too.

Change line 145 + 179 OnPlayerInit to OnPlayerConnected
