I'm unclear if changes to the server config for this plugin (eg change a message or the colour) is active on change or if a server restart is requried to pickup changes.

Generally with all plugins, a simple plugin reload is all that is necessary; not a server restart.

You can reload plugins via console e.g. oxide.reload PluginName . Or If you take the plugin out and paste back into the plugin folder.

The moving of the plugin would only work if the host or user hasn't disabled PluginWatchers; but  that's only with a select few generally.
