Still not working. Even updated the plugin once more.
I set the permissions, activated with /togglehorn, honked and nothing. Garage doors won't open up.

Togglehorn switches it on, but also off. As far as I know, it is switched on during the initial installation. Maybe you have turned it off.
Are you using a mod that gives permission? If so, check if the horndoors.off permission is active. If so, it is switched off.

remove the following permission. Then it works.
Group 'default' already has the authorisation 'horndoors.off'.

That was the problem.
I deactivated the horndoors.off permission now.
It's working now.

This is why you shouldn't blindly add all permissions for a plugin :D
