As title says the only way to get planes to spawn and thus do airdrops is via supply signals, commands dont work, nor does Automated Events cause them to work.

Not sure what the issue could be, only other plugins that i think would interact with airdrops is AlphaLoot and AutomatedEvents.

I just entered in the console ad.massdrop 20 supplysignal regular and 20 planes just spawned in.

I also ran in the ingame chat /droptoplayer fastburst and worked and dropped a supply drop right to me.

What command are you trying to run? and how are you entering it?

Your config looks fine. I used your config as well. The core code itseld has not change in over 10 months.
