As per the configuration, you'd have to enable the permissions and each item you want to use.

Did you reload the plugin after making those changes? Did you verify the configuration was valid JSON and didn't reset?

I don't know, it worked in my tests
... i test it with clean server and no OTHER plugin, now it works. i think, it a conflict with other plugin.
