This was my bad. It's from another plugin. I never knew about the option before. I'm a retard.
But it does spam chat. I did notice that.

It tells you the grade over and over when you connect. I rolled back on my main servers Let me load into the local and see if I can catch it on video.

Well now it's not doing it on my local.
It was spamming along the lines of
Current grade: Wood
Current grade: Stone
Current grade: Metal
Current grade: None
etc.
Along with you can't build here or something like that. So it's possible one of my other plugins was causing it to bug out. I have a plugin that sets a zone to block players from building in others areas. But I forget what the chat output is right now.
I think something is trying to run the grade command so consider turning off any possible other upgrade plugins

Sorry I haven't gotten back sooner. I've had some "admining" to do on my servers. I just downloaded my build server and loaded it onto my local. I'll let you know what I come up with.
