This functionality is already in the mod.  If you go to oxide\config\carradio.json, there is a setting called "RadioSpawnProbability."  Set this to 100.0 (or some other number, if you want it to be a random chance) based on each available vehicle prefab. Specifically if you want it to be a cars-only kind of thing, you can set it only to "MODULAR_CAR," and that will only spawn on vehicles that pop up on the road side.
