Could you explain the config a bit in the description?
For example what's "MODULAR_CAR": 0
Whatelse could we add? Can we add anything?
What does "DefaultState": "OFF" do?

"MODULAR_CAR": 0 is the Spawn probability for cars spawned around the map

I would think this is a fraction, at least when I set it to 1.0 (not 10), all cars on the map had a radio in them.

However, for some reason the plug-in somehow glitches, especially with this option, so that you can only play pre-loaded channels (none of the streams work).

The config would definitely need some further explanation imho, other than that, good job from the coder!
