I installed the plugin several times. restarted etc. But i cant find its in permission manager V2 
and i cant get acess with oxide.grant group admin buildingskins.use

i only get a message that permission dont exist. It worked on all other plugins but this one wont work. I simply added the file and restarted server.

the same problem I downloaded the plugin, but in the game when I want to give myself permission, it says that such a plugin does not exist

Just install a plugin called "Image Library" and reinstall BSkins. Then it will work.
