I am configuring a 2x server, bot when using this plugin the base loot tables provides to much loot. I want to use the plugin to clear out all junk items, multiply scrap by 2X. When keeping the same number of items, just adding 2x of the vanilla items except the junk items that I want to remove from all loot. Seems like normal crate gives 5 items with default loot table with BetterLoot and this is not vanilla. 

I 'm sorry but I feel I need to respond. If I try to understand what you are asking. I can say that everything that you are saying and asking can be done by You. Sure....It's a lot of work. But you can do all this yourself. We all have to do it. In this Mod. You need to go to the Site;  (lootify.co.uk). Here you can get the Original older BASIC Vanilla lists for each crate/barrel. Just go in . Take your Crap out and leave what you want. And add what you want. This means Double your Item Numbers the way you think they should be as you do each one. Including Doubling your Scrap. ... Take that to the Other site it tells you to "Convert" this Table you Created. (looty.cc/converter). Convert it and make a Download of it to use. You can just go ahead and use your Copy now......BUT. The Next time you need to change things again. ( You must use; looty.cc/betterloot_v4) To continue with the new updated Version to Manage your Loots now. It will take time to do each Container Manually.....But WE all had to do it. If it mean't making our own Personal Changes.  I really hope this Helps in some way. I'm sure Owners and Devs out there will correct me if I am wrong....lol. If I am. Then I did a Heck of a lot of personal time finessing my loot tables. Take Care.

I don't think that those of us starting out with v4 should have to go back to the prior version of the app and convert the tables to the new version just to get vanilla stack sizes. 

It seems like Better Loot v4 is already at 2x for some things and not default loot. 

I hear that! ...... lol. Sorry. Just thought maybe I could help. I found also that since Rust has become Greedy. Many items that we have used for so long now. Need to be removed from our Loot Tables anyway. Maybe you could respond to some of these Dev's that offer to create a plugin,.... Just for you! Maybe once you get it set up and config'd they way you want it. You could offer it to others? I am very surprised that "Magic" or others have not added either more comments or suggestions? Take Care.
What do you guys consider Junk? I have some spare time. With your definition of Junk. I will make some and offer them in community chats maybe or my discord. You guys have a great idea. Make a Template and then Customize it thier servers?
