I removed all electrical items from military crates and re-uploaded the new LootTables.json file from the BetterLoot editing site, and all of the things I removed are still spawning. Locked Crates, and Bradley are the same as well.

You never mention reloading the plugin, that's necessary. Can you confirm the LootTables.json file ON THE SERVER is correct? Can you show any oxide logs you have when you did this?
