I am using this plugin and typically you only see in vanilla red tool crates on the road, 1 tool + some scrap. Unless its a bow, it will come with arrows as well. So it could be 

tool + scrap
bow + arrow + scrap

With this plugin, setting red tool box to min 1 item, max 1 item, it only spawns bow. How can i make it so bow comes with arrow guarentee? Kind of silly spawning bows  without ammo.

Its up to you what you want to spawn in the loot crates etc, But there is no guarantee that ammo will spawn with the weapon, but you will stand a better chance of getting both if you increase the amount to spawn in the loot containers, as yet there is no function to get weapons with ammo true/false as there are with some other plugins but we can only hope that it might eventuate now there is a new maintainer,
I generally set barrels 4-6 items and crates 5-8 items,

yeah like people are complaining they are finding bows with no arrows in red tool boxes, or just arrows no bow.
