Is there a way to instead of deleting bottom slots to have them drop to ground or other method?
Players will have the permission expire with vip and end up losing some items. If you know of a better way please add that!

Why will a player promoted to vip lose the default (group) permission that has been granted ?, and if you have selectedd the chest size in the config it should stay that way no matter what player is equipped with it.
I believe Trillz is refering to the situation when a player's VIP permission expires so their backpack size is reduced and they loose any items which exceed the non-VIP limit.
I'll change it to drop them when opening the backpack when I get a chance.

I'm sorry for not getting back to you about this, but this will be part of an upcoming release which should hopefully be out within the next couple of days, if not earlier.
