Adds a codelock and optional loot to tool cupboards when placed by a player with permission

- Players are unable to remove codeLocks placed by the plugin
- When code locks are auto placed the owner can unlock it without entering the code so they can easily change it to thier own code
- Spawn loot inside toolcupboards when placed. Useful for helping players get a start
