Prevents players from being able to exploit the Safe Zones to farm

We have found that players are making use of what we would consider an exploit or bug in Rust where the Paddle can be used in the safezone, allowing the player to farm the roadsigns allowing them to very quickly acquire enough scrap and resources to skip a T1 workbench and buy a T2 workbench.
This plugin disables the toolbelt/hotbar when entering the safe zone and the current active item held by the player until the player leaves the safezone, which can be bypassed with the permission.
