Adds an Out Of Character chat to the game for roleplay servers

This simple plugin adds an Out Of Character chat to the game. Players can eighter toggle the chat on and off, or simply put /ooc in front of their message.
Chat Commands
/ooc- Toggle talking in Out Of Character chat on or off/ooc "message"- Put only one message in the Out Of Character chat
Configuration
chatPrefix - The sign for messages that are Out Of Character.
Localization
ToggleOocOn - Message when talking in Out Of Character chat.ToggleOocOff - Message when no longer talking in Out Of Character chat.
