This plugin allows players to drive vehicles without fuel based on permissions.
You can set Only authorized players can drive vehicles and noone except players with permission will be allowed to drive vehicles even with fuel in it. This plugin functionality is based on mount system, and HotAirBalloons have no mounts, so you may only enable/disable Free driving HotAirBalloons for ALL players option.
