I like the plugin I created because it lets me fly on the balloon as I want without any kind of wind.

Available move buttons: FORWARD, BACKWARD, LEFT, RIGHT, JUMP, DUCK, SPRINT, USE, FIRE_PRIMARY, FIRE_SECONDARY, RELOAD, FIRE_THIRD
Speed Modifiers is a list of speed modifiers for a specific permission with a specific speed.
Move Button is a button that is needed to be pressed to move the balloon.
Disable Wind Force disables wind force (move).
Move Frequency is frequency of balloon move.
