Do I understand it correctly that there's NO data migration and custom stack sizes have to manually set in the new version ?

The update notes have detailed information on data migration. It's like 4 paragraphs. Check the update notes from a few versions ago
I read all of them but was still confused because it says it migrates without custom stacksizes.
I upgraded from 2.0.4 to 3.1.4 and all custom stacksizes were set to 0.
I ended up redoing all custom stacksizes manually on all 3 servers (FML) xD

Also, the stacksizecontroller_backup was never created.
same thing happened to me - new data file says "Vanilla size" (which is my custom setting) and "Custom Setting: 0".
I had created my own backup, but didn't quite work I guess.
There is no data migration from v2 to v3. Only v3 on. Major version changes like from v2 to v3 are rarely going to be backwards compatible. It should be expected that data file and config file customizations may need to be remade. This is the case for any plugin that properly follows semantic versioning.

Future version will have v2 to v3 data migration, but it'll still be a bit.
The whole "upgrade" and migrator in the patch notes is very confusing to me then because as I understand what you're saying is that we might as well have deleted the old version and started from scratch with version 3 ?
And what was the function of the stacksizecontroller_backup.json and why was it not created ?

Just out of curiosity since I already manually redid all custom stacksizes.
The backup wasn't created, because it wasn't migrating the data file. The reason the datafile was overwritten was because it was an invalid format. If you'd actually read the update message entirely, it says in a large header "Upcoming Feature for Users of v2.0.4" which is where I was explaining I was working on an additional migrator which migrates from v2.0.4 to v3.x.x but that it wasn't finished or implemented.

Version 2.2 was buggy and because of game changes stopped stacking certain items (mainly weapons/simple lights/rocket launchers etc , so 2.4 was brought out which was worse, so this newer version was implemented but to no avail , it is still a matter of luck whether some items will stack, for instance if i loot a lootpile and pick up weapons they wont stack (m249/l96/grenade launcher/simple light/sam site BUT if i loot an airdrop (was testing supply signals yesterday = 12 drops 24+ containers) I can stack everything except (old) rocket launchers. Sometimes you pick up 2 m249s from loot and they will stack but wont stack with backpack inventory or storage chest. i have stacks of 20 M249s but cant add to them. I can gather flame turrets which wont stack but if i recycle them and recraft them they stack ?
it is very odd to say the least. I dont understand why we have a vanilla stack limit (is it changeable ? if so will it revert back when updated ? if it is whats the use ? , why have a custom stacksize when it doesnt stack them ? you used to have a system where you would set the stack size and when the plugin loaded it would tell you that certain items were hardwired to a maximum and that was it, everything else would stack as much as you liked but now you dont know where you are.

Are you expecting items with different condition levels to stack? This has never been the case. If you craft something it is full condition so will stack if you have it set as such in the config. Unless you use a plugin which makes weapon condition 100% in loot spawns, then they wont stack due to different conditions.

I have been using StackSizeController since its release and am aware of stacking conditions, I am talking about weapons and items with 100% health
