so im trying to make a 2x server, basically i installed oxide, adminpanel gatherer manager and permissions manager, i just cant figure out what file to put the permissions into.. i am a level 2 admin but i just dont understand how to do the permissions part of oxide. when i type commands into chat/console nothing happens, just basically just wondering where to put the permissions so i can actually use the plugins in game

okay thankyou ill have a read through that now, just out of curiousity  im using a control panel to install plugins and oxide, is that the correct way to do it or do i have to install anything manually?

I'm not sure what control panel you are using, but if it offers a console to enter commands, then that would be one of the places to use the commands to grant permissions. The other would be in-game via the F1 console as owner (if set) or any RCON client (if RCON set up).
