Are you trying to drive underwater?  If so, all you need to do is run this on FixedUpdate.
car.SetFlag(BaseEntity.Flags.On, true, false, true);
car.SetFlag(BaseEntity.Flags.Reserved1, false, false, true);	​

  I'm exploring the ocean floor right now.  Submarine cars are really helpful since I am messing with the ocean level.

It's twitchy.  Need to look into more flags.
