Hi. Is it possible to prohibit turning on and off someone else's quarry? Players often complain that someone turns off all their quarry. I have a completely peaceful server, without turrets and with limited construction.

We are using aQuarry from Codefling, you can specify which players can use, open, loot or start quarries and pumpjack, plus it has other features, may have a look at that.

I was asking what plugins you're using for your quarries, ofc ... Maybe you used Quarry Lock or something else, and could ask the developer to look into being able to implement that feature.
Anyway, if you don't mind paying for plugins, aQuarry is a great option where other players aren't able to turn on/off others quarries ...

PREVENT LOOTING prevents looting of not only boxes, but also quarries, and in general everything that belongs to the player. All other plugins that prevent looting conflict with it. For example, Query Lock does not even start if prevent looting is installed. The problem is not in looting the query, but in the fact that they can be turned off by a player to whom they do not belong.

Well sorry you have this problem and Prevent Looting does not have the function you need and won't have in the future as the dev stated - that's why I gave you an alternative ;)

He did not say that there would be no such function in the future, he said that there was none.
But if the author of the plugin really does not want to improve his plugin, then he will have to get rid of it himself, and advise everyone to get rid of unattended outdated junk.
