You’d need to check our gamelog.txt for issues. Generally when you see no console just means your server is running unmodded, as in Oxide isn’t installed.

You appear to have installed the Hurtworld v2 build on a Hurtworld v1 server.

look when i go to Games\Hurtworld in the site and try to download for v1.it will starting download v2 again.

You've to edit your host.bat file because the default command line setup will be 

hurtworld.exe -batchmode -nographics -exec "servername Unconfigured;host 12871" -logfile "gamelog.txt"​

which isn't working to turning on your server,  You should have something like this,

You can use this command line setup as an example but you've to edit everything on your own liking

Both of those do the same thing, there's no error in the startup ineither of those, and neither of those would cause the console not to show.

There is no new builds or support for v1, you can get old builds (3911 and earlier) from https://github.com/theumod/umod.hurtworld/releases

As previously mentioned, itemv1 builds have not changed and the latest is provided above. If you are trying to run a Hurtworld v1 server, make sure you are using the "legacy" branch for Hurtworld from Steam, not the public/default branch as that is for v2.
