I just installed it on my test server (which is also running Player Administration), assigned all 3 permissions and am moving around in game fine. I removed the permissions, froze and unfroze myself mutliple times with no issues at all.

if I assign that permission to admins, they all get frozen.
I get this is a plugin you only run whe you need it running... ya?
That is a permission you never assign manually (Perhaps the readme needs that as a hint).
You can have freeze running forever, just use the commands and only assign the permissions `freeze.use` and `freeze.protect` to your admins.
`freeze.protect` is only checked during command usage AFAIK.
