I wanted to setup a zone to cover the whole map that disallows fall damage by default

then smaller zones within this main zone which allow fall damage.

I tried to make a large zone to cover the map, but it seems to freeze up the server. 

Is there a way to have a default flag for the whole map with or without a zone?
