Attack Heli and NPCs are still attacking players in the zone.

I'm having this exact problem; i'm using the Arena plugin with it.

I had zones setup in my other server with no issue but with this recent wipe I have my zones setup with no NPC spawning or attacking but it doesn't look like my flags are working.
