since the update to 1.1.8 the + icons are missing in the skills area; for the stats area they are displayed.
and sometimes the mouse cursor jumps to screen center at clicking of a + symbol.

Make sure the max level in the skills isn't set to 0.

As for the mouse cursor issue unfortunately the rust ui does this sometimes when updating a ui and is unavoidable
