And what happens, when you run 'wipe' command?

i have not tried it because its not time to wipe yet and i wiped it 2 days ago and the plugin didnt work

The reason why I ask is because plugin does works. If it does not work for you - you have something set up wrong.

just not when wiping the server

That means new save file was not created.

what does that mean

Wipe is automatically triggered when OnNewSave hook is called. Usually, it's getting called while new save file has been created.
