How could I submit a plugin patch for review? I've done some changes which allow using display names alongside the SteamIDs with the command and in the whisper message, it is displayed who sent it.

Whoever edited the post title, main change is being able to whisper to users based on display name. Showing the name in the whisper is just a minor change.
