Would it be possible to add a configuration option that fully disables the outgoing webrequest to this IP-to-country website API?

I have removed the country from the language string file as I don't want to show what country someone is from in chat, but I would also like to prevent this webrequest from being made to this third party website, as this webrequest is still taking place even with the country removed from the language file.
