Copied file from ../en/ to folder ../ru/
I translated it and the "ru" language was selected accordingly in the game.

The language is not dependent on the server language, that is for forcing a language. The player can set which language they want using the /lang chat command or if their client language matches what you have set.

- added 2 language files: "ru" and "en"

Yes. I selected the language in the game menu before connecting to the server. Then, I used the command in the chat on the server and re-entered it again. Anyway, it is tied to the server language.
Like I said, the lang server command would force that specific language, users can pick their onn language if they isn't forced. I don't know why it isn't working for you normally, but if you only need RU, then what you have now is fine.
