Since A17 Welcome Messages ain't displaying anymore it was fine on A16.4 also there i no erros in the console the plugin loads fine. If it helps Advert Messages still works fine.
Not showing in 7 Days to DieNot An Issue
It's unlikely to be an issue with this plugin. I'd suggest making sure you are using the latest version of Oxide, as there were some fixes made for 7 Days to Die after the last game update.

I just updated oxide again and its on the latest version that is provided on here. Still the same.
