If you set a scale damage to a weapon tool or etc, the permission does not go through and anyone is able to do the damage set.
ex. if i give permission to group vip they do the damage set but so do everyone else. I made sure the it all went through by reloading plugin and also checking data.

Do you have global damage scaling enabled at the same time? Your message isn't very clear on that, so if you have global scaling enabled, it will always scale regardless of who has permission or who doesn't.
