I loaded the plugin on my server for the first time, then went to the oxide\config\Voter.jason and updated the API key to my server for rust-servers.net. I then ran the command oxide.reload Voter to reload the plugin. I had 2 different players run the /vote command and it said it went though. On rust-servers.net I went to My options> my servers, then clicked details, and no new votes were counted. I checked the rust-servers.net FAQ, and it says it updates every 5 minutes. We waited an hour and those two votes were never counted. Those two players are first time voters. I had third player vote for us by web browser, and it counted within 5 minutes. I have: rebooted the server, had the player try again. Uninstalled the plugin, and deleted the vote_data file. We're also on the latest Rust update, Oxide update, and plugin update. Things I've noticed: The players never show up in the voter_data file, only me when I tested. When players who voted do /rewards it says they have 0 rewards. Almost seems like a permissions issue, but the plugin page says nothing about adding permission for the /vote command. Here's what happens when a player runs the command in game.

I put the config 100% back to default minus the API key, then reloaded the plugin with "oxide.reload Voter" command. I tried voting again in game with /vote after 24 hours says "Thank you for voting for us but you have not cast anymore votes since the last time you checked". Not true, I voted over 24 hours ago. I went to the broswer vote and it counted again within 5 minutes. This plugin confirmed is not working.
