trackyserver.com  seems to stand alone and works off of its own 24 hour cooldown per vote.  but rust-servers.net and toprustservers.com seem to be linked.  a brand new player that hasn't voted at all will not be able to vote on rust-servers.net and toprustservers.com at the same time.   voting on one gives you a weird cooldown on the other.   would be nice if all 3 sites could accept votes at the same time.
